It can seem confusing at first, but there are two types of visa on arrival If you want to stay in Indonesia for less than 30 days, you can enter the country with a free visa on arrival basically without a visa. Please note that these visa-free visits can't be extended or transferred to another type of visa. This visa is valid for 60 days but can be extended four times, each time for 30 days up to a maximum stay of 180 days.
